Chugachmiut Regional Health Center (CRHC) is requesting bids from qualified contractors to provide snow plowing and ice management services for the 2026-2027 winter season. The purpose of this Scope of Work is to outline the required services, performance expectations, and bid submission requirements.

The selected contractor will be responsible for providing timely and reliable snow removal, sanding, sand removal and ice control services to ensure safe access to the facility for staff, patients, visitors, emergency responders, and service vendors.

Services will be provided at:

Seward, AK 99664

Designated service areas include, but are not limited to:

  • Parking lots
  • Driveways
  • Main entrances
  • Emergency exits
  • Fuel tank and generator area
  • Access points around the building
  • Other areas as directed by CRHC

The contractor shall provide snow plowing, snow removal, sanding, sand removal and ice management services as needed throughout the contract term.

  • Plow all designated areas once snowfall reaches three (3) inches or upon request by CRHC.
  • Keep access roads, driveways, parking lots, entrances, and emergency exits clear and passable.
  • Remove or relocate excess snow when accumulation affects accessibility, visibility, drainage, or safety.
  • Complete snow removal within two (2) hours after snowfall ends and before 8:00 a.m., or as otherwise agreed upon with CRHC. Multiple trips may be required throughout the day
  • Ensure snow piles do not block sightlines, entrances, emergency exits, drainage areas, fire hydrants, fuel tanks, generator access, or other critical access points.
  • Apply sand, or an approved de-icing agent as needed to prevent or reduce ice buildup.
  • Maintain safe walking and driving conditions in all designated service areas.
  • Apply sand to improve traction on slippery surfaces, including parking lots, driveways, and access points.
  • Reapply sand or de-icing material as necessary based on weather conditions, site conditions, or CRHC request.
  • Provide emergency snow removal and ice management services during extreme weather conditions.
  • Maintain 24-hour availability during the winter season for urgent service requests.
  • Respond promptly to CRHC requests for additional service when conditions create safety or access concerns.

The contractor shall provide and maintain all equipment, labor, and materials necessary to complete the required services. Equipment and materials may include, but are not limited to:

  • Plow trucks
  • Skid steers or loaders
  • Snow removal equipment
  • Sand spreaders
  • Sand, or approved de-icing materials

All equipment must be in good working condition and appropriate for the site.

  • Snow removal must be completed within two (2) hours after snowfall ends, before 8:00 a.m., or as otherwise agreed upon with CRHC.
  • Sanding or de-icing must be completed before or immediately after icing conditions occur when reasonably possible.
  • Snow piles must not obstruct sightlines, drainage areas, fuel tanks, generator access, fire hydrants, emergency exits, sidewalks, entrances, or other access points.
  • Property damage caused by snow removal operations must be reported to CRHC immediately.
  • Any damage to curbs, landscaping, pavement, equipment, or property caused by the contractor shall be repaired by the contractor at the contractor’s expense.

The contractor shall:

  • Provide real-time service updates by phone, text, or email.
  • Notify CRHC immediately of any delays, site concerns, damage, unsafe conditions, or additional service needs.
  • Submit a service log after each snow or ice event.

Each service log shall include and be emailed to CRHC Facilities Manager no later than 1st of the following month

  • Date of service
  • Time of arrival and time of completion
  • Services performed
  • Areas serviced
  • Materials used
  • Any issues or concerns observed

The contract term shall be October 1, 2026 , through April 1, 2027 unless otherwise agreed.

CRHC may request services outside of these dates if weather conditions require additional snow or ice management.

Bidders shall provide a detailed cost breakdown for services. Pricing may include, but is not limited to:

  • Per-event pricing
  • Seasonal pricing
  • Hourly rates
  • Emergency call-out rates
  • Sanding/de-icing to be included in the Bid
  • Snow removal or relocation rates
  • Equipment rates, if applicable

Invoices shall be submitted monthly as agreed upon by CRHC and the selected contractor. Invoices must include detailed service records.

The selected contractor shall:

  • Maintain appropriate liability insurance.
  • Maintain workers’ compensation insurance or provide an approved waiver.
  • Comply with all applicable local, state, and federal safety regulations.
  • Comply with CRHC property rules, site safety requirements, and environmental guidelines.
  • Perform all work in a safe and professional manner.

Bidders must submit the following documents with their bid package:

  • Completed Bid
  • Alaska Business License
  • Proof of workers’ compensation insurance or approved waiver
  • Liability insurance certificate
  • List of equipment to be used
  • References from similar snow removal or ice management projects
  • Detailed cost breakdown for services

Incomplete bid packages may not be considered.

Bids may be evaluated based on the following:

  • Experience and past performance
  • Pricing and cost-effectiveness
  • Equipment and resource availability
  • Ability to meet response time requirements
  • Compliance with this Scope of Work
  • References and client satisfaction history
  • Submission of all required documents by  5:00 pm 9/10/26

CRHC reserves the right to select the bid that best meets the needs of the facility and is not required to select the lowest bid.

CRHC reserves the right to terminate the contract with no prior notice in the event of non-performance, failure to meet agreed-upon standards, failure to maintain required insurance, unsafe work practices, or failure to comply with contract requirements.
